Measure the requirement before naming the gap.
There is no single official, exhaustive and unit-consistent figure for Italy's requirement of every raw material. The defensible answer is a controlled ledger by material, customs code, industrial use, year and unit of measure.
The exact requirement is a calculation, not a slogan.
For a defined material and period, apparent domestic consumption begins with domestic production plus imports, less exports, adjusted for stock change. A procurement or strategic-security assessment must then distinguish primary material, processed intermediate, recycled input and material embedded in imported components.
Value data cannot be added to physical tonnes, and broad commodity families cannot be presented as one requirement. Bethar therefore treats Italy's national need as a material-by-material evidence programme.
EU legal perimeter
34 critical raw materials.
Regulation (EU) 2024/1252 contains 34 critical raw materials in Annex II and 17 strategic raw materials in Annex I. The list is a legal and policy perimeter; it is not itself Italy's annual demand figure.
